RESOLVED:– That the Combined Authority Board:

Approved additional funding of £15,572,950, increasing the total cost of the Highways Asset Management Programme from £285,071,942 to £300,644,892.
Approved that the Combined Authority entered into funding agreements with partner councils for the additional funding allocations of £15,572,950, comprising:

· Expenditure of up to £3,192,455 with Bradford Council

· Expenditure of up to £1,868,754 with Calderdale Council

· Expenditure of up to £3,099,017 with Kirklees Council

· Expenditure of up to £4,889,906 with Leeds City Council

· Expenditure of up to £2,522,818 with Wakefield Council

Approved that future approvals were made in accordance with the assurance pathway and approval route outlined in the report, subject to the scheme remaining within the tolerances set out.

Leeds Inner Ring Road (LIRR) Retaining Walls (Scheme Summary)

RESOLVED:– That the Combined Authority Board, subject to conditions:

Approved that the Leeds Inner Ring Road Retaining Walls scheme proceeded through decision point 4 (full business case) and work commenced on activity 5 (delivery).
Approved the Combined Authority’s funding of £25,355,000. The total scheme cost was £25,355,000.
Approved that the Combined Authority entered into a funding agreement with Leeds City Council for funding of up to £25,355,000, including a ring-fenced amount of £50,000 for monitoring and evaluation, release of which was delegated to the Combined Authority’s Chief Executive in consultation with the Mayor.
Approved that future approvals were made in accordance with the assurance pathway, approval route and tolerances outlined in the report, subject to the scheme remaining within those tolerances.
Noted that the total scheme cost included £6,085,000 (24%) for risk and contingency and £1,450,000 (5.7%) for inflation.
