Purpose

To enable work to commence on delivery of the scheme to deliver more effective bus priority and improve road safety, including for pedestrians, across three junctions on Westgate in Bradford:
• John Street/New John Street to the south
• The centralised T-junction with Drewton Road
• Lumb Lane/St Thomas’ Road junction to the north

Decision

The Combined Authority’s Transport Capital Programme Director:
(i) Approves that the Bradford Bus Hotspots scheme proceeds through decision point 4 (full business case) and work commences on activity 5 (delivery).
(ii) Approves the Combined Authority’s funding of £600,609, taking the total amount to £981,587. The total scheme value is £981,587.
(iii) Approves that the Combined Authority enters into an addendum to the existing Funding Agreement with City of Bradford Metropolitan District Council for funding of up to £981,587. This includes a ring-fenced amount of £35,000 for Monitoring and Evaluation, release of which is delegated to the Combined Authority Director.
(iv) Future approvals are made in accordance with the assurance pathway and approval route outlined in this report. This will be subject to the scheme remaining within the tolerances outlined in this report.
(v) Notes that the total scheme cost includes £132,397 for risk and contingency, £35,000 is for monitoring and evaluation and no allowance for Part 1 claims.
