Purpose

To seek
approval from Cabinet for the adoption of the Holcroft Moss
Planning Obligations Joint Supplementary Planning Document
(SPD).

Holcroft Moss is a site of ecological value within the
Manchester Mosses Special Area of Conservation that is located
adjacent to the M62 motorway in Warrington Borough Council’s
administrative area.

The joint SPD will cover 9 Greater Manchester districts,
including Wigan Borough, and will provide guidance and a robust
basis upon which authorities can secure contributions from
developers to ensure that the impacts of development on Holcroft
Moss are appropriately mitigated.

Decision

The Portfolio Holder for Planning,
Environmental Services and Transport approves the Holcroft Moss
Planning Obligations Joint Supplementary Planning Document for
adoption.
