Purpose
Tutoring is currently spot purchased for children who are unable
to attend school under section 19 of the Education Act 1996.
Section 19 states that local authorities must make arrangements to
provide a suitable full time education offer for children of
compulsory school age who are unable to attend school by reason of
illness, exclusion from school or otherwise.
A range of providers are used in the best interests of each child
in order to meet their individual needs. In addition some of these
children may reside out of borough but remain the responsibility of
the Local Authority for example in the case of Looked After
Children who are placed out of borough. This coupled with
recruitment issues in the sector has meant that a range of
providers are required in ordert to be as flexible as
possible.
Decision
The Portfolio Holder
for Children and Families authorises:
(1)
the award of the contracts for the provision of
tutoring on the terms and to the selected suppliers identified in
the report;
and
(2)
the Assistant Director – Legal, Governance &
Elections to enter any agreements necessary on behalf of the
Council to facilitate point (1).
