Purpose
The Plank Lane Methane Stripping Plant (MSP) is essential for
managing leachate groundwater from a historic landfill site located
in the Lowton ward. The MSP now faces significant operational
challenges due to aging infrastructure and frequent breakdowns. To
address these challenges, we must actively consider adopting new
technologies. Implementing advanced treatment processes can enhance
methane stripping capabilities and overall performance, leading to
better compliance and a reduction in operational expenses related
to energy and maintenance.
We are seeking approval to invest £165,000 in a new
MSP.
Decision
The Assistant
Director - Property and Assets authorises:
(1)
the upgrade of the existing Methane Stripping Plant (MSP) located
in the Lowton ward in accordance with the report; and
(2)
the Assistant Director – Legal,
Governance and Elections to enter into any agreements necessary to
facilitate (1) above.
