Purpose

Approval for the construction of the St. Helens Road walking and
cycling scheme – a segregated two-way cycle lane on the west
side of St. Helens Road, Leigh; an upgrade of the existing crossing
by West Bridgewater Street; and a new crossing by Bonnywell
Road.

Works are funded via the Mayor’s Challenge Fund – this
scheme is part of the MCF programme (tranche 4).

Decision

The Portfolio Holder for Planning, Environmental Services
and Transport authorises:- 

(1)      
entry into a delivery agreement (grant funding agreement)
with Transport for Greater Manchester to secure the Mayor’s
Challenge Fund funding to facilitate scheme delivery;

(2)      
the appointment of the contractor identified in the report on
the basis described as the main contractor for the St. Helens Road
Walking and Cycling scheme; and

(3)      
the Assistant Director – Legal, Governance and
Elections to enter into any agreements necessary to facilitate (1)
and (2) above.
