Purpose
Urgent approval
is sought to ratify spend incurred to date and authorise
continuation of emergency remediation works at the former Aspull
Tip adjacent to Balcarres Road, where underground spoil heating and
combustion have been active since July 2025. The decision enables
works, including creation of safe access to the embankment and
precautionary grouting to protect nearby properties and manage
ongoing public safety risks.

authorises:
1.
the emergency contractor appointments and expenditure
undertaken to date as outlined in the report;
2.
the appointment of the contractors along with associated
budget release to undertake the next phase of engineering and
remediation works outlined in the report;
3.
entering any access licences or agreements with affected
landowners as may be necessary;
4.
the Assistant Director – Legal, Governance and
Elections to enter into any documents on behalf of the Council
necessary to give effect to the above; and
5.
considers that the decision should be implemented urgently
and is therefore not subject to call in.
