Purpose

The Council is in the process of preparing a new Local Plan for the borough. Upon adoption, the new Wigan Borough Local Plan will supersede the saved policies within both the Wigan Local Plan Core Strategy (2013) and the Wigan Replacement Unitary Development Plan (2006) and form a key part of the Development Plan for the borough.

Informed by our evidence base and previous engagement at the ‘issues and opportunities’, ‘options and preferences’ and ‘initial draft local plan’ stages, in late 2022, late 2023 and early Summer 2025 respectively, a Proposed Wigan Borough Local Plan for Publication and Submission is being prepared for a final, full, formal consultation ahead of an independent public examination. It is proposed that this formal consultation will be from early December 2025 to late January 2026, for a period of 8 weeks, two weeks longer than required by law to allow for the Christmas season.
