Purpose

Smoking cessation funding for 2026–27 is provided through the ring fenced Public Health Grant and must be spent exclusively on smoking cessation services, with protected funding levels maintained and any underspend reinvested in these activities

Decision

The Portfolio Holder for Adult Social Care authorises:- 

(1)     the allocation of the smoking cessation element of the Section 31 Grant for 2026/27, 2027/28 and 2028/29 as outlined in the report;

(2)     the Deputy Director - Public Health to take any decisions necessary to administer the Grant referred to in 1 including but not limited to the commissioning of services and awards of grants funding from and to third parties; and

(3)     the Assistant Director – Legal, Governance and Elections to enter into any agreements necessary to facilitate above on behalf of the Council.
