Purpose

The Bolton House Road Recovery Group is seeking a decision to appoint a contractor to remove waste illegally on the Bolton House Road site.

The contract will include works to enable access, protect the environment and maintain security. The waste will be excavated, loaded onto haulage vehicles and transported for disposal at permitted facilities.

The Bolton House Road Recovery Group requests the decision to appoint a contractor is delegated to Portfolio Holder for Planning, Environment and Transport in conjunction with the Director - Resident services
 

Decision

The Executive Leader (Portfolio Holder for Finance, Resources and Transformation) approves:

(1)         a project budget and funding strategy for the delivery of the Bolton House Road Waste Clearance project, as described in the report;

(2)         delegated authority to the Director of Finance and Legal, in consultation with the Director of Resident Services, to agree the terms of all agreements necessary, including but not limited to a grant funding agreement and any associated funding documentation, on behalf of the Council to facilitate (1);

(3)         the appointment of the contractor named in the report to undertake the site clearance works at Bolton House Road on the terms described in the report and the award of the contract;

(4)         delegated authority to the Director of Resident Services to take all decisions necessary to facilitate the delivery of the project and of the contract described at (3) including but not limited to, approval of any variations and ancillary project expenditure, provided that total expenditure does not exceed the approved project budget;

(5)         the Chief Legal Officer to enter into any agreements necessary on behalf of the Council to facilitate the above; and

(6)         that the Mayor has agreed to this item being exempt from call-in because the decision cannot be reasonably deferred due to the timescales involved.
