Full council record
Purpose

To consider the one number representation (see
Appendix 2) made in connection with the proposed introduction of a
50 mph speed limit within the Parish of Ashton Keynes along a
stretch of Spine Road West.

Content

I approve that:

(i)
The proposals be implemented as advertised.

(ii)
The objectors be advised accordingly.

This decision was
published on 10 April 2025 and will come into effect on 18 April
2025.

Reasons for the decision

In the interests of highway safety to reduce
the speed limit in the vicinity of a new right turn lane access.
The proposed development site was historically a teaching and
residential use associated with Action for Children with 27
residential units, served by a priority junction.

The approved development would provide 75
residential units, for which a right turn lane was deemed to be
required to replace the existing priority junction.
Through the review of the road layout
proposals, a Road Safety Audit was conducted and the
need/justification for a reduction in the speed limit was
raised.

The proposed visibility splays are in line
with the recorded 85th percentile speeds on this section of road
but given the increased use of the access and proposed  residential use
of the site, a reduction in the speed limit to 50mph in order to
reduce speeds on this rural road is considered appropriate.

Alternative options considered

To:
(i)
Implement the proposal as advertised.
(ii)        Not implement
the proposal.
(iii)       Implement the
proposal with amendments.
