Purpose
To award grants and Local Highway and Footway
Improvement Group (LHFIG) funding in relation to Tidworth Area
Board as follows:
Community Area Grants
ABG2473 – Tidworth and Ludgershall Men’s Sheds -

To approve the notes and recommendations of
the Tidworth Local Highway and Footway Improvement Group from 30
July 2025.

I approve the grant
and LHFIG awards set out in the report, following approval from the
Area Board Members.
This decision was
published on 5 September 2025 and will come into effect on 15
September 2025.
Reasons for the decision
Tidworth Area Board is
comprised of three Members. The agenda for the meeting on 1
September 2025 was not published with sufficient notice for the
Members to make decisions relating to grants or other items. The
next scheduled meeting of the Area Board is 3 November
2025.
The sole grant application is
in excess of £1,000, which is
beyond the limit of the delegation arrangements for Area Boards. It
is therefore not possible for the Strategic Engagement and
Partnerships Manager to take the decision to award all of the grants in consultation with the Members
of the Area Board.
Whilst an extraordinary meeting
could conceivably be arranged, it is not considered a practical or
reasonable option to arrange what would be a very short meeting
solely for the purposes of considering a single grant
application.
Accordingly the Leader has agreed
to take the decision under his executive authority, should the
Members of the Area Board indicate they are happy for the grant to
be approved and recommendations
endorsed.
Alternative options considered
To determine the decisions at
the next scheduled meeting of the Area Board or the Leader to
determine the decisions following consultation with the Area Board
Members.
