To approve the appointment of co-opted
non-voting members of the Standards Committee for 2025-2029

Reasons for the decision

Under Part 3B Para 2.5.2 of the Constitution
up to four co-opted non-voting Members of the Standards Committee
shall be appointed for four year terms. The term of the previous
four co-opted members came to an end at the local elections on 1
May 2025. At least two of the four members are required to be
serving city, town, or parish councillors within the Wiltshire
Council area.
At Full Council on 20 May 2025 it was resolved at Minute 34,
resolution I, ‘To delegate appointment of up to four
non-voting co-opted members of the Standards Committee for the
council term to the Director, Legal and Governance, in consultation
with the Chairman of the Standards Committee’.
In agreement with the Chairman it was agreed to advertise the
vacancies, and hold interviews with a panel of councillors who
would recommend those to be appointed.
In consultation with the Chairman I shortlisted the applications
received, and interviews were arranged for seven candidates, which
took place in August 2025. The interview panel comprised Cllr Paul
Oatway QPM, Chairman of the Standards Committee, Cllr Ruth
Hopkinson, Chairman of the Standards Assessment Sub-Committee, and
Cllr Sam Pearce-Kearney, Member of the Standards Committee.
Supported by the Democratic Services team the Panel interviewed all
candidates, and on 22 August recommended the appointment of four
candidates. As Director I have accepted the recommendation and
formally appoint the candidates as follows:

•Ian Brown
•Lillie Robinson
