To approve the change to the end date of the
Material Recovery Facility (MRF) (Contract (Lot 1) the Provision
and Operation of ‘Waste Transfer Stations’ (WTS), a
‘Materials Recovery Facility’ (MRF) and Two
‘Household Recycling Centres’ (HRCS)) and the extension
of the Collections (Contract (Lot 5) RE The Provision of Household
Kerbside Waste Collection and Commercial Waste Collection Services)
contracts for two (2) days from Wednesday 29 July 2026 to Friday
31July 2026
Reasons for the decision
Following the decision made by Cabinet, 9th
December 2025, to award service agreements for waste collections
and MRF services to new LATCO providers it has been deemed
necessary to alter the end dates of the current contracts with
Hills by an additional two (2) days so they will end on a
Friday.
This can be achieved by implementing a contract extension of the
waste collection contract for two days and entering a Deed of
Variation for the Lot 1 contract to change the end date of the
initial term. An extension of the Lot 1 contract is not an option,
since it is separately due to be extended for a longer period for
the continued provision of waste transfer services. Altering the
end date of the Lot 1 contract will necessitate two extra days
provision of MRF services and HRC services by Hills.
The rationale for this request is:
a. It will be extremely difficult for the outgoing service provider
to stop delivering the service on the Wednesday and the incoming
service provider to commence delivering the service on the
Thursday, especially on a contract that encompasses the whole of
the county and operates over three separate depots.
b. It is prudent to ensure as seamless a transition process between
the two providers as possible, by minimising the risk of disruption
to the service provision and minimising any disruption to the
residents.
c. Finishing the current contracts on a Friday will allow the new
service providers the weekend to prepare facilities and induct
staff in new ways of working, supporting service continuity of high
profile services.
The cost impact of altering the end dates of the contracts with the
current providers by two (2) days compared to the alternative is an
overall additional costs of circa £4,000.
