Purpose

To consider representations made to the advertisement of
Traffic Regulation Orders (TROs) in relation to time limited
waiting restrictions in Arundell Close and Windsor Drive, along
with School Keep Clear markings in Arundell Close, Westbury and to
recommend an appropriate way forward.

Reasons for the decision

The implementation of waiting
restrictions will impact on the ability for residential parking and
would restrict residents from being able to park on street during
the time periods being proposed.
 
Implementing the waiting restrictions
would support the aim of promoting active travel and sustainable
journeys to school.
 
There have been no objections to the
School Keep Clear markings in Arundell Close, Westbury; the
markings have already been implemented in an advisory capacity
however with the support of a legal TRO they would be
enforceable.  This would support the aim
of keeping the entrance to Bitham Brook
Primary School clear of parked vehicles whilst promoting active
travel and sustainable journeys to school.
 
It is accepted that the implementation of
the time limited waiting restrictions on either Arundell Close or
Windsor Drive is likely to cause displacement of parking on
adjacent residential areas.  If the
restrictions are implemented on either Arundell Close, but not
Windsor Drive (and vice versa), this is likely to increase parking
already taking place on Windsor Drive. 
 
There have been no objections to the
School Keep Clear restriction at the entrance to Bitham Brook Primary School on Arundell Close and
this will support the aim to keep the entrance clear of parked
vehicles and encourage sustainable travel to school.  For this reason, it is recommended that the TRO
for the School Keep Clear restriction be implemented as
advertised.
 
Westbury Town Council have formally
responded to the consultation objecting to the time limited waiting
restriction proposals, and additionally there has been considerable
objection from the local community within Windsor Drive. The local
Elected Member did not formally respond to the
consultation.
 
As detailed previously, partly
implementing restriction to one location is likely to result in
significant displacement. Based upon the local objection, and
objection from Westbury Town Council it is recommended to abandon
the proposals for time limited waiting restrictions for both
Windsor Drive and Arundell Close.
 
The proposals are in accordance with Our
Wiltshire Plan 2025-2035: A Community-Centred Approach priorities 2
and 7.
