Purpose

It is proposed to add Salisbury Cultural Quarter to the CIL Infrastructure List, and CIL and S. 106 funding is requested to be allocated towards refurbishment and upgrade of Salisbury Playhouse and Malthouse Lane.

Decision

Resolved:

That Cabinet notes:

1. The summary and update on Salisbury Cultural Quarter in the context of wider infrastructure and regeneration projects delivered through the Salisbury Central Area Framework.

1. The recent award of £3 million from Arts Council England’s (ACE) Creative Foundations Fund to Wiltshire Creative towards phase 1 only of the Stage the Future programme, and progress made in securing additional funding to support delivery of the scheme;

1. The ongoing development of proposals to improve the Malthouse Lane public realm through the use of eligible Section 106 funding.

That Cabinet approves:

1. The inclusion of Salisbury Cultural Quarter on the council’s Infrastructure List, recognising its role as cultural, community and public realm infrastructure that supports the continued vitality, attractiveness and sustainable growth of Salisbury;

1. The allocation of £1 million of Strategic Community Infrastructure Levy funding towards eligible first phase infrastructure elements of the Stage the Future programme to renovate and modernise Salisbury Playhouse;

1. Delegation to the Director, Planning, Economy and Climate, in consultation with the Cabinet Member for Finance, to approve the entry into a grant agreement with Wiltshire Creative for the provision of £1 million Strategic CIL funding towards phase 1 of the Stage the Future programme;

1. Delegation to the Director, Planning, Economy and Climate, in consultation with the Cabinet Member for Finance and the Director of Legal and Governance, and subject to confirmation of compliance with the relevant legal and financial requirements, to enter into a suitable agreement with Wiltshire Creative to provide an underwriting commitment of up to £3 million in support of the organisation’s fundraising campaign associated with phase 1 of the Stage the Future programme.

Reason for Decisions:

The purpose of these proposals is to support the objectives of the Salisbury

Central Area Framework by:

•       improving the vitality and attractiveness of the city centre through investment in the Salisbury Cultural Quarter;

•       strengthening connectivity between the Cultural Quarter, Fisherton Street and The Maltings; and

•       securing significant third-party investment and wider economic, social and environmental benefits that build on the success of other city centre regeneration projects.
