Decision
Resolved:
That Cabinet agree to award the New Term Highways Consultancy Contract.
Reason for Decisions:
It is necessary for the Council to award a new term highways consultancy contract, or to make alternative arrangements, because of the legal responsibilities and the importance of the highway service to the Council and the communities in Wiltshire. There is significant safety, legal, reputational and financial risks associated with not having a suitable consultant for the highways service.
The tenders submitted for the new contract have been assessed in terms of price and quality in accordance with the agreed procedure, and the most suitable tenderer has been identified.
A robust procurement process has been undertaken to ensure appropriate arrangements are made for the continuing provision of the highway service.
The result of the assessment to identify a preferred bidder is described in the Part II item to be considered at this meeting. The most advantageous tender for the Council, taking into account quality and price, has been identified in accordance with the procurement procedures
