Decision

To approve, award and enter into a new contract to V H Graddon for the supply of vending machines (rental) and stock (purchase) for an initial term of 3 years with an option to extend for a period up to a further 6 years (2 x 3 year periods) commencing on 14 August 2026 for inclusion at Olympiad, Activity Zone, Devizes, Calne and Bradford

Value: £99,822.38 (over the initial 3 years, £33,274.13 annually) £299,467.15 full contract term (9 years)

Reasons for the decision

The current contract for the supply of vending machines and stock for the existing leisure centres, was tendered in 2021 and expires 14 August 2026. A sourcing plan was approved that confirmed the route to market was an open FTS.

Leisure took the decision to reduce where existing machines
a. were unprofitable; and
b. where a café operator was in place and remove these from the tender.

Four compliant, viable bids and one bid deemed non-compliant were received, and following evaluation V H Graddon have been identified as the successful supplier upon receiving the highest points for both quality and price. The evaluation results are shown in the table in the report (attached).

The centre has the rental charges and purchase of stock within its budget, however ultimately this is an income driven contract where the onward selling of the goods provides income and profit to the leisure centres.

The value is budgeted based on the annual rental costs and a standard goods (stock) basket, so due to the nature of purchasing stock this may fluctuate annually.

Reason for rejection
This would mean that centres would no longer benefit from additional income this provides and would be a reduction in offerings for our customers, especially where no café provision exists.
