Decision
On the proviso that internal maintenance services are not available, to appoint CleanTech Support Services as preferred service providers for cleaning services of unoccupied shared ownership properties set out in the table of this record of officer decision.
Reasons for the decision
To ensure shared ownership properties are handed over in the best possible condition to new purchasers, CleanTech will be commissioned to sparkle clean the unoccupied shared ownership properties when a date for completion of contracts has been agreed.
Considering the work they are already commissioned for, CleanTech have been approached to quote for the sparkle cleaning of all current and future schemes.
The sparkle clean will include the following:
• Internal and external sparkle clean of new build properties.
• All work completed to handover/move-in standard.
• Removal of dust, debris, paint marks, and builder residue.
• Final detail finish for presentation to residents or buyers.
• All work will be carried out in line with Wiltshire Council’s cleaning requirements and specifications.
The cost of these works are as follows [redacted].
Cleaning will cease as and when properties become occupied.
The cost accepted, being below £24,999, the Council’s procurement regulations are satisfied by going to one contractor. Copy of the quote is attached to this Record of Officer Decision. The contractors have been engaged to ensure they adhere to the Council’s standard terms and conditions for services.
In accordance with the decision made, this record of Officer Decision is required to authorise the appointment of CleanTech for cleaning of unoccupied shared ownership properties in advance of handover to new purchasers.

Alternative options considered
To not carrying out the cleaning of the new shared ownership properties prior to handover to a new buyer, would not reflect well on Wiltshire Council. If this company is not used, another would have to be procured
