To approve additional work required from Smith Heritage Surveyors for the Albany House HRA Project, to finalise the Condition Survey and provide an order of costs.

Reasons for the decision

Albany house is a Grade II listed freehold property comprising 7 studio flats over 3 floors (Ground, First and Second) within the Wilton conservation area. The property is in a poor condition. An options appraisal is required to enable Housing Board to make a recommendation for a Cabinet and Full Council decision on the future of the property. As part of this a full Schedule of Condition and an order of costs is required. Smith Heritage Surveyors were procured by Sean Tye in October 2025 and began working on a Schedule of Condition in November 2025, but they were unable to gain access to all of the flats to complete the survey. The project has now passed to the Residential Development Team to project manage and progress.

Smith Heritage has provided a quote to complete the Schedule of Condition and provide an approximate order of costs.

This record of Officer Decision is to request authorisation for a commitment of up to a further [redacted] to complete the said works, see email below. This sum will be paid from the Residential
Development Revenue, Professional fees cost code. Should any additional sums be required, approval would be requested under separate cover.

Alternative options considered

None. Smith Heritage Surveyors has already started the survey work and the Schedule of Condition and it would be cost effective for them to complete the work.
