To appoint Ridge & Partners LLP as the preferred Building Services Engineers for Marshall Road, Devizes to undertake additional pathway lighting designs and
authorise the commitment of funds up to the amount specified

Reasons for the decision

Wiltshire Council’s Residential Development Team has will construct 32 new affordable homes at this development site. The land at Marshall Road, Devizes has been purchased from the NHS with outline PP and since had reserved matters planning permission granted in December 2025.

The land will enable the Council to build a 100% affordable housing scheme.
.Ridge & Partners LLP have already been appointed as the M&E Consultant for the project. Their appointment however did not include the cost of lighting the pathway near the SSEN proposed substation at the western end of the site.

3.This Record of Officer Decision seeks approval for the cost of [redacted] for the following activities:

The scheme drawings updated, with some lighting on the footpath near the substation which is near the visitors bay adjacent. For pricing purposes, the assumption of asuitable kiosk with landlord’s supply meter across the road from the substation on the verge, these drawings also need the substation to be identified on the western boundary. The
associated fee would be [redacted] + VAT. (See attached appendices).

The price quoted is in line with the sum set out in the Financial Viability Appraisal. £69,096 is allocated for M&E, of which approximately £15,000 spend is already authorised and £6,642 committed.

5.The quote received by email is [redacted] (bringing the total spend for Ridge & Partners LLP to date to £10,248.44), being below £24,999 the Council’s procurement regulations are satisfied by going to one party only.

This record of Officer Decision is required to authorise additional commitment against that contract.

Due diligence has already been undertaken in appointing Ridge & Partners LLP as a supply contractor to the Council as per the Record of Officer Decision dated 17.11.2022 for this project.

Alternative options considered

Not to undertake this exercise, but it is a requirement to discharge a planning condition. In this instance the requirements for lighting design have changed post contract award for the original design work. Doing nothing would prevent the scheme being complaint with planning obligations
