Devizes and authorise the commitment of funds up to the amount specified
Reasons for the decision
Wiltshire Council’s Residential Development Team are managing the ongoing work Council House Build Programme. The programme is to develop up to 500 homes by 28/29. This site at Bevan Road, off Marshall Road, Devizes is programmed to start on site in the Autumn of 2026.
The Council proposes to build a 100% affordable housing scheme of 32 homes on the land, both contributing towards meeting the ongoing housing need within Devizes, and also meeting the CHBP target of delivery.
Planning permission was granted in December 2025 following the submission of a scheme prepared by Architects One50Studio. The purpose of this decision is to allow One 50 Studio to act as Principal Designer (PD) for Building Regulations interfacing between the client (Wiltshire Council) and the groundworkers (Rigg) in all matters relating to design compliance, building matters and building regulations, covering RIBA stages 4 to 6.
The duties and costs anticipated from One 50 are set out below:
Building Regulations Principal Designer: - Coordinating all designers (civil / structural engineer, MEP, modular manufacturer, etc.) -Reviewing design information for compliance with Parts A–T-Maintaining the Relevant Requirements Tracker and compliance evidence -Ensuring designers provide complete information to support the Building Control Application - Preparing the Principal Designer’s Statement confirming design compliance - (total 7-9 days’ work) July 2026 - September 2026
Building Regulations Principal Designer: - Provides all required compliance information to support the application - Confirms that the design meets building regulations at the point of application - Review any feedback from Building Control that relates to design compliance - (total 1-2 days’ work) September 2026 - October 2026
Assess design variations, substitutions, and modular interface changes for

Not to proceed is an option, a Building Regulations Principal Designer must be appointment, otherwise we assume liability for this role, another consultant would have to be found to undertake this role if 150s are not appointed, however the current Architect is the prudent
choice for continuity and competency.
