Reasons for the decision
On 1 May 2026, I signed a RoOD, under the same authority, to procure replacement and food waste vehicles, and Purchases Orders were placed to secure build slots.
Since that date, more detailed rounds modelling has been undertaken which shows whilst the total number of vehicles is broadly correct, the split between open back residual collection vehicles and duo chamber recycling vehicles needs revision. Two further food waste vehicles are required to ensure fleet resilience across all services. Vehicle
adjustments required are:
• 26t RCVs for Residual and Garden Waste are reduced by 8 to 39
• 26t Duos for Recycling is increased by 8 to 41
• 7.5t Food waste vehicles are increased by 2 to 7
No inflationary or manufacturing price increases have been applied to any vehicle type.
The additional total cost of £748,117 is within the capital envelope agreed by Capital Investment Programme Board for the 26/27 and 27/28 financial years, and is funded via remaining government New Burdens funding and also from the Replacement Vehicles Capital Programme, and is detailed in the briefing note referenced in the attached document.
The decision to adjust the Waste Vehicle Fleet has been confirmed by the Ubico board on 7 August 2026, via discussion of the aforementioned briefing note. They considered:
• The recommendation to have 5 spares per waste stream for a more resilient fleet provision
• In the event of over ordering, spares will be used to spread capital exposure associated with purchase of the replacement Waste Fleet across several financial years
• High-level assessment of service delivery revenue implications shows that we are in-line with the bid/budget.
