Decision

To instruct Newland Homes under the existing JCT contract to produce and install a marketing signboard at Frome Road, Trowbridge and authorise the commitment of funds
up to the amount specified.

Reasons for the decision

Frome Road, Trowbridge is a development of 15 Affordable Housing Units. The scheme will provide a mix of 2, 3 & 4-bedroom houses and 1 & 2-bedroom maisonettes, which will be delivered as Affordable Rent and Shared Ownershiphomes. The homes are being constructed by Newland Homes Ltd and have started on site. It is estimated that all homes will reach Practical Completion by September 2027, with 4no. Shared Ownership homes due to reach Practical Completion in September 2026.

As part of the specification agreed during contract negotiations, the council will supply the artwork for the signboard which will be installed on site to promote the available Affordable Homes. Newland Homes are to produce, install and maintain the signboard, at the council’s cost.

Newland Homes have provided a quote for the production and installation of the signboard. The quote received is [redacted] (Sign production including posts [redacted] + fitting charge [redacted], being below £24,999 the Council’s procurement regulations are satisfied by going to one party only. A copy of the email with the quote is attached to this Record of Officer Decision. The contractor will be engaged to ensure they adhere to the Council’s standard terms and conditions for consultancy services.

This record of Officer Decision is required to authorise the Contract Amendment and increase in the total value of the Contract.

Alternative options considered

Sourcing the signboard independently of Newland Homes, however in the interest of speed and consistency, this option was discounted.
