To appoint Montague Evans as the preferred RICS Red Book valuer for the sixteen Section106 affordable homes at Quakers Road, Devizes, and authorise the commitment
of funds for a current Open Market Valuation for rent calculations and shared ownership sale, including site visit.

Reasons for the decision

Quakers Road, Devizes is a development of 16 affordable homes, purchased under a Section 106 Development Agreement from Redcliffe Homes. The properties comprise affordable rent and shared ownership homes, to be released in four phases in the autumn of 2026. They are timber frame homes with a brick outer layer and air source heating, built on the former police dog training field in the town.

There is a requirement to secure a current RICS Red Book valuation for these units to calculate their affordable rent and shared ownership sale price. We have approached Montague Evans for a quote for the Open Market Valuation. Montague Evans have worked for the Council previously and have knowledge of the sites and homes in Wiltshire and have carried out an initial due diligence valuation of the site, following purchase.

The quote received [redacted] being below £24,999
the Council’s procurement regulations are satisfied by going to one party only. A copy of the email with the quote is attached to this Record of Officer Decision. The contractor will be engaged to ensure they adhere to the Council’s standard terms and conditions for consultancy services.

This record of Officer Decision is required to authorise the signing of the Terms of Engagement, by Central Procurement Unit.

Alternative options considered

Montagu Evans were chosen as they have provided a timely and comprehensive service previously and have carried out the initial due diligence valuation of this site.

Pinnacle Surveyors are a potential back up alternative and have been used by colleagues if Monagu Evans are unable to carry out the works.
