Purpose

(i)          Consider comments and objections to the advertised proposals for amendments to the Traffic Regulation Orders (TROs) applicable to on and off-street pay and display areas in Wiltshire.

(ii)        Recommend the making of the Orders with amendments.

Decision

Following consideration of representations received, I confirm that I approve the changes set out in the report relating to On and Off Street Parking Traffic Regulation Orders, to implement the Orders with amendments.

This decision was published on 17 July 2026 and will come into effect on 27 July 2026.

Reasons for the decision

Following full consideration of all consultation responses received, alongside the wider operational, financial, and traffic management implications, the proposed approach represents a balanced and evidence-led outcome.

The recommended changes ensure that parking tariffs are updated to reflect inflationary increases over the past four years, while remaining mindful of the historic evidence on how such changes impact car park usage. At the same time, the approach responds proportionately to stakeholder feedback, particularly where concerns were raised about the blanket application of extended charging hours and Sunday charging across all locations.

The targeted introduction of extended charging hours and alignment of Sunday charges within short stay car parks is intended to support retail vitality by encouraging turnover of spaces and improving accessibility to town and city centres. In contrast, the continued promotion of long stay car parks for longer-duration visits is designed to help reduce congestion and support a more efficient distribution of parking demand.

Where specific local factors apply, such as at Dunns Lane car park in Castle Combe, modifications to the general approach have been included to support effective traffic management, particularly during peak visitor periods.

The decision also reflects a pragmatic response to concerns raised regarding the introduction of on-street Sunday charging, with proposals in certain locations not being taken forward. Similarly, the adjustment to Sunday charging in long stay car parks balances the need for income alignment with the concerns expressed during consultation.

In addition, maintaining season ticket pricing in line with advertised Traffic Regulation Orders ensures continued value for regular users, while reflecting necessary uplifts. The introduction of charging in selected facility management car parks will improve public access and ensure that operational costs are appropriately recovered.

Finally, the implementation of all other advertised proposals ensures consistency and delivery of the wider programme. A further comprehensive review of parking arrangements in Salisbury will be undertaken following the conclusion of the Park & Ride review, ensuring that future decisions are informed by a holistic understanding of the network.

The decision follows full compliance with the Traffic Regulation Order consultation process and decision-making requirements.
