Purpose
To seek approval for:
a) the proposed amendments to the charitable objects of the Young & Creasey Gallery Trust (known as the Young Gallery); and
b) the redesignation of the Management Committee to the Young Gallery Advisory Panel.
Decision
I approve option 3 to adopt the amended charitable objects as set out in this report.
This decision was published on 13 October 2026 and will come into effect on 21 October 2026.
Reasons for the decision
This approach addresses recommendations arising from museum accreditation and the governance review and ensures that the Young Gallery is better placed to deliver its cultural, educational and community objectives.
Alternative options considered
Options considered following the Governance Review:
· Option 1: Do not implement changes recommended in the Governance Review and operate with the existing charitable objectives. This option was considered but was rejected as it contradicts advice following the Young Gallery’s museum accreditation status in 2024.
·
Option 2: Implement all recommendations, including conversion to a CIO. This
option was considered but rejected following legal advice that the recommendation to become a CIO should be revisited in three years, once the effects of the merger and accreditation are clearer and the advantages and disadvantages can be properly assessed.
· Option 3: Adopt new charitable objects and redesignate the Management Committee as an Advisory Panel.
