Decision

To approve, award and enter into a new contract to ClubCom International Ltd to install and support GymTV at 14 proposed Leisure Centres for fixed term of five (5) years.

Reasons for the decision

GymTV service within the fitness suites of leisure centres will allow the Council to provide a consistent service of music and video channels, alongside provision of broadcast advertising and our own advertising content.

The Council currently has this service in 6 of its centres. This agreement is with ImageSound to provide the hardware and ClubCom for the advertising. The move to ClubCom for all elements provides the Council with a single operator for the whole service.

This provision is to extend the offer across 14 of the Council leisure centres in a phased programme as listed below:

Site Name - Phase
Calne Community Campus - 1
Devizes Leisure Centre - 1
Five Rivers Health and Wellbeing Centre, Salisbury - 1
Melksham Community Campus - 1
Nadder Centre, Tisbury - 1
Springfield Community Campus, Corsham - 1
Trowbridge Leisure Centre, Trowbridge (new) - 1
Lime Kiln Leisure Centre, Royal Wootton Bassett - 2
Olympiad Leisure Centre, Chippenham - 2
The Activity Zone, Malmesbury - 2
Warminster Sports Centre - 2
Leighton Recreation Centre, Westbury - 2
Marlborough Leisure Centre - 3
The Vale Community Campus, Pewsey - 3

This is a provisional list, as although initial surveys have been completed final installation will only be approved if centres are suitable.

Whilst the service does have a cost this is off-set by the income the advertising generates. In previous years it has generated an average of £4,400 profit per annum across the existing 6 leisure centres. It is anticipated with a wider number of facilities included it can increase the revenue income from advertising.

Due to this being an income generating agreement where the income off-sets the costs a single quote was sought direct with the supplier. The terms and conditions have been checked and approved with Legal. There is no data sharing so no requirement for an IACR.

See the attached document for considerations in line with Wiltshire Council’s Constitution.

Alternative options considered

The council could not offer this service.

Whilst this would have no affect on the customers it would reduce income to the existing centres. The addition of the other centres will increase their income
