Decision
To approve, award and enter into a new contract to Play Revolution Ltd to service / maintain and supply the software and support for the TAG Active (Adventure Zone) at Trowbridge Leisure Centre for five years.
Reasons for the decision
As part of the new leisure facility in Trowbridge a soft play and TAG active arena are being installed.
Due to this being a new provision and equipment, it was agreed that the supplier of this equipment would be best placed and provide better value to the council for the servicing and maintenance requirements.
The annual software licence fee and support has to be provided by Play Revolution Ltd.
Due to the low value, and under PCR a single quote could be sought direct with the supplier. The terms and conditions have been checked and approved with Legal.
Due to the provision of this being new and a new supplier an IACR has been completed and the service have accepted the associated risks and taken the advice and recommendations onboard.
The correct servicing/maintenance of this equipment is required to ensure the equipment is fit for purpose.
See the attached document for considerations in line with Wiltshire Council’s Constitution.
Alternative options considered
The council could not service or maintain the equipment - This would mean the equipment could break down more frequently, potentially leading to increased downtime for equipment and increased costs for repairs. Worst case would be the equipment fails completely and the centre would be unable to use these items and would have to reduce capacity. There would then be an additional cost of replacement sooner than planned, reduced customer satisfaction and potential reduced income
The council could have gone out to tender - Leisure understands there is cost saving benefits for manufacturers to service and maintain their own equipment
