The Full Council is the formal meeting of all Winchester City Council members. It holds ultimate decision-making power on key strategic and financial matters, including adopting the Council Plan, local plans, and the annual budget. The Full Council also approves significant housing land transfers and determines the council's governance structure, including electing the Leader, establishing committees, and appointing the Head of Paid Service. Its decisions are binding, and it has the power to make, amend, or revoke byelaws and local legislation.
