About

The Licensing & Regulation Committee is responsible for the Council's licensing functions across Winchester. It handles matters including public entertainment, taxis, animal welfare, pubs and clubs, betting and gaming, and caravan sites. The committee also oversees electoral and boundary issues, and health and safety inspection duties. Most licensing decisions for premises and personal licences are handled by a sub-committee.

This committee's remit includes enforcing legislation related to caravan sites, health and safety at work, animal control, and scrap metal dealers. It also covers regulations for hackney carriages, private hire vehicles, public entertainment, temporary markets, and late-night refreshment houses, as well as betting, gaming, and byelaws.
