The WCC/EHDC Environmental Services Joint Scrutiny Committee (ESJSC) was established to scrutinise executive decisions and policies related to the delivery of environmental services by the Joint Environmental Services Committee. It reviewed the performance and resource use of the Joint Client Team and contractors, monitored work programmes against performance indicators, and identified and mitigated risks. The committee could raise issues directly with the Joint Environmental Services Committee or the parent councils, and was responsible for producing an annual report. It had the authority to require attendance and information from relevant officers and members of the Joint Environmental Services Committee to assist its work.
