Purpose

This has been a very successful project with a
national profile, however following the introduction of the NHS
Provider Selection Regime (PSR) and a subsequent evaluation of the
existing commissioning arrangements by Wirral Council Procurement
and Legal colleagues, it is now recommended that a competitive
procurement exercise to establish a new framework be completed to
move Inpatient Detox (IPD) service providers onto a more robust
commissioning regime.

IPD services are commissioned by Wirral on behalf of the 9 Cheshire
and Merseyside boroughs.

Decision

Resolved –
That the Director of Public Health be authorised to:
 
(1) 
Undertake a competitive procurement exercise, that follows the
NHS Provider Selection Regime to establish a 4-year supplier
framework, with an estimated value of £7.94M, and a stable of
suitable service providers, on behalf of the Cheshire and
Merseyside Inpatient Detox Consortium;
(2) 
Select those suppliers who will be parties to the framework
following the completion of the competitive procurement
process.
