Resolved – That
Policy and Resources Committee be recommended to agree
that:
1.
The Director of Law and Corporate Services be authorised
to:
a.
enter into a grant arrangement with the Football Foundation
comprising a capital grant offer of 69% of the estimated total
project costs of £1,131,106 with a maximum grant payment of
£781,106 to enable the development of a new 3G Football pitch
at Claremount School, Leasowe subject to the grant conditions as
summarised in Appendix 1 to this report including the provision of
a legal charge in favour of the Football Foundation and a
restriction on the Council’s title in Claremount School
preventing future disposal of the site without the Football
Foundation’s consent.
b.
Agree the terms of a Deed of Indemnity to include provisions to
carve out the 3G Football Pitch at Claremount School, Leasowe from
the current project agreement (as varied) to enable the
construction of a 3G pitch within the school site.
2.
The Director of Children, Families and Education be authorised
to:
a.
Conduct a tendering exercise with a view to appointing a
contractor through the Football Foundation’s Artificial Grass
Pitch Framework, as approved by the Football Foundation in respect
of the development, design, supply and installation of the new 3G
Football Pitch at Claremount School, Leasowe; and
b.
Appoint a suitable contractor from the Council’s General
Building – Schedule of Rates Contract to carry out
adaptations to the school’s changing rooms comprising 2
dedicated WC facilities and 2 changing spaces for players and
teams.
