Resolved (9:2)
– That
 


Phase 1 and Phase 2, being to relocate traders individually, or
collectively, within refurbished units within the Birkenhead Town
centre, demolish the existing site and create an outdoor
market/event space/public realm, be agreed in principle.

 


It be noted that the decision in recommendation 1 above is
subject to a range of factors including but not limited to the
following:

 
a.
Consultation and
b.
Securing costs and contractors for:

 
i. 
the refurbishment of units in the town centre
ii. 
relocation of the traders
iii. 
demolition of the market
iv. 
creation of outdoor market/event space/public realm
v. 
award of contracts for the associated works

 


The Chief Executive be authorised to undertake all activity
necessary to achieve recommendations 1 and 2.

 


It be noted that the Chief Executive will exercise such
delegated authority in consultation with the Chair and
Spokespersons of this Committee should the following circumstances
arise:

 
a. An overall adverse view
from those consulted that does not support the relocation of
traders to the town centre, the demolition of Birkenhead Market and
the delivery of a public realm/event space/outdoor market.
 
b. The costs of achieving the
relocation of the traders, demolition of Birkenhead Market and
delivery of a public realm/event space/outdoor market exceeds the
allocated £12m grant funding.

 It be approved
that:
 
a.
Further work be carried out to development proposals
for  Phase 2
being the erection of permanent outdoor market square with covered
stalls, offering public realm space and flexibility to accommodate
different types of market; and

 

b.  A further report be brought to this
Committee regarding Phase 2 and the future use and design of the
land vacated by the current Birkenhead Market site.
