1. 
the chosen Development Partner to deliver a Birkenhead District
Heat Network, as referred to in the exempt Appendix 1 as Most
Advantageous Tenderer pursuant to a procurement exercise conducted
via a competitive flexible procedure, be appointed.

 
2. 
the Chief Executive be authorised to:

 

a. 
consider and determine all requests for approvals pursuant to
the Approvals Gateway Process as outlined in paragraph 3.11 of this
report; and

b. 
nominate an appropriate officer to act an observer at meetings
of the delivery company as outlined in paragraph 5.1 of this
report;

 
3. 
the Director of Law and Corporate Services be authorised to
finalise the associated documentation arising from the above
recommendations.
