Purpose

This report will enable the Council to make an
informed decision on the future use of 3 Lyndhurst Road by engaging
with the market to assess provider interest and cost implications
for different delivery models

Decision

Resolved (9:0:1) – That:

 
1.
 
The undertaking of a soft market testing and market engagement
exercise be approved to:

 
a. 
Gauge market receptiveness to operating 3, Lyndhurst Road,
Wallasey, (the property) under different commissioning models;

 
b. 
Understand cost implications, including setup, staffing, and
ongoing service delivery; and

 
c. 
Explore different operating model options for the property, that
may include innovative partnership approaches to balance risk and
sustainability.

 
2.
 
The Director of Children, Families and Education be delegated
authority to:

 
a. 
Evaluate responses to the soft market testing and market
engagement exercises.

 
b. 
Select the most beneficial and cost-effective option based on
market intelligence and financial analysis.

 
c. 
Proceed with the implementation of preferred option which may
include undertaking a procurement exercise and appointing the most
advantageous tenderer.
