Purpose
Appointment of design architects to carry out further fit out works for Mallory & Irvine Buildings
Decision
That the Director of Capital Programmes and Assets be authorised to appoint Corstorphine and Wright to oversee the specification for works for vacant space with the Mallory and Irvine Buildings.
Reasons for the decision
The Mallory and Irvine Buildings were constructed to support the regeneration of Birkenhead Town Centre either through occupation by Council staff, letting to a commercial occupier, or a combination of the two. In line with the details set out in the report, the Council will need to fit out some of the currently vacant space to accommodate staff.
The commercial sub-letting of the Birkenhead Commercial District (BCD) is part of the rationale behind the development of these assets, generating footfall, vibrancy and other benefits. Letting the assets will bring in income which the Council needs to support the rent it needs to pay for the assets. Fitting out the assets is an essential step in enabling them to be fully let.
Alternative options considered
The Council has considered a number of options for these buildings which revolve around whether occupation is by the Council, commercial letting to third parties or a combination of the two. This has been dictated to some degree by the ability to let the space on suitably commercial terms. The current position is considered to be the best achievable at this time.
