Decision

The Director of Corporate Services has decided to approve the direct award, via the Government Commercial Agency Framework Back Office Software 2 (RM6285) Lot 2 Specialist Software Solutions, of a new contract for 2 years with an additional 1-year option to extend to Civica UK Limited for the supply of Governance management systems specifically iCasework Information Governance system, iCasework for Legal and iCasework Debt Management Module at a total value of £206,134.

Reasons for the decision

The council has a current contract with Civica UK Ltd for the iCaseWork systems which expire in December 2026.

The system meets the council’s current requirements.

A high-level review of other products on the market has been undertaken and it is believed the Civica iCasework system is both fit for purpose and offers good value.

Any change of system and supplier would incur significant costs for training, data migration and incur some service disruption.

The decision is to enter into a new contract with the existing Supplier (Civica UK Limited) to avoid transition costs, any service disruption and allow supporting DDaT staff to concentrate on wider Technology transformation activities.

The total cost of ownership including transition costs makes this the best short- and medium-term solution.
