To agree changes to the Service
Agreement.

The Executive Resolved

That  (i)    the
changes to the 2003 service agreement in relation to the Lightbox,
as outlined in the report, be noted;

         
(ii)   the Strategic Director
– Communities, in consultation with the Director of Legal and
Democratic Services, be authorised to make the necessary changes to
the 2003 Service Agreement to effect the changes identified in
recommendation (i); and

         
(iii)  the Strategic Director –
Communities be authorised to approve any minor changes to the
Service Agreement.

Reason: As part of the Council’s Improvement
and Recovery Programme, the Council identified a number of
contracts and services in receipt of discretionary grant funding
that required reduction or removal. After review and discussion
with WMACC, a reducing subsidy from the Council was agreed and
submitted as part of the Council’s Medium Term Financial
Strategy (MTFS). This reducing subsidy commitment needs to be
formalised by updating the 2003 Service Agreement for the
Lightbox.
