Purpose

To consider a report on a Foundation Strategic Authority (FSA).

Decision

The Executive Resolved

That  (i)    the current position regarding the proposed establishment of a Foundation Strategic Authority (FSA) for Surrey be noted; and

          (ii)   Woking Borough Council adopts the West/East Surrey FSA consultation response to MHCLG, attached at Appendix 1 to the report, with the following additional comments being noted:

(a)   over time, there may be a value in retaining some flexibility over the geographic coverage of the FSA, particularly if this was conducive to greater economic growth, housing and/or infrastructure delivery; and

(b)   it will also be important for the FSA to place an appropriate emphasis on public engagement and to secure public support for its role and work.

Reason: The recommendations are made to ensure that the Executive is sighted on the current Government-led process to establish an FSA for Surrey.  Woking Borough Council is a named consultee in MHCLG’s FSA consultation. The response at Appendix 1 was prepared for submission by the East Surrey and West Surrey Shadow Authorities. Executive approval is sought for Woking Borough Council to endorse the response and submit it to MHCLG.
