Purpose

Shadow Executive to consider the remaining Community Governance Review outcome reports from predecessor authorities. 

Decision

RESOLVED That

(i)         the final recommendations of Guildford Borough Council’s community governance review be implemented, as set out in section 6.1 and reflected in the draft Order at Appendix 1 of the report;

(ii)        the final recommendations of Runnymede Borough Council’s community governance review be implemented, as set out in section 6.2 and reflected in the draft Order at Appendix 2 of the report;

(iii)        the final recommendations of Surrey Heath Borough Council’s community governance review be implemented, as set out in section 6.3 and reflected in the draft Orders at Appendix 3a & 3b of the report;

(iv)       authority be delegated to the West Surrey Shadow Authority Monitoring Officer to finalise the boroughs’ draft Orders including making any adjustments necessary for effective, efficient and lawful implementation, to make and sign the final Orders necessary to give effect to the above recommendations, and to carry out the statutory publicity of the outcome of the community governance reviews;

(v)        the transitional role of some West Surrey Council councillors representing certain areas with new parishes from 1 April 2027, where they will be temporary, interim inhabitants of parish council seats between that date and 10 May 2027 when elected parish councillors take office, be noted; and

(vi)       it be noted that Woking Borough Council had already made and signed an Order creating a parish of Pyrford from 1 April 2027 (see Appendix 4 of the report) and to delegate authority to the Monitoring Officer to make any adjustment necessary for the effective, efficient and lawful implementation of that Order.
