Decision

It was AGREED to:

1. Adopt, with immediate effect, the Executive Procedure Rules as set out in Appendix 2 to the report from the Monitoring Officer to the Leader, dated 29 June 2026 titled ‘Proposed Constitution Amendment’.

Reasons for Decision:

Amending the existing Executive Procedure Rules dated 21 May 2026, to include a mechanism for all West Surrey Shadow Councillors to be able to ask questions relating to Executive functions, of the Executive, at Executive meetings, provides a formal mechanism for raising such matters and thereby strengthens transparency and democratic accountability within the Shadow Authority governance framework.
