Purpose

For the Shadow Executive to consider granting consent to sovereign authority transactions that fall within the Section 24 Direction and are not covered by the agreed General Consents.

Decision

Resolved That

Surrey County Council disposals

i)              consent be provided to Surrey County Council to enter into an option agreement relating to the freehold disposal of a parcel of land to the east side of Callow Hill, Virginia Water;

ii)             consent is not provided to Surrey County Council to dispose of the freehold of 33 Rookery Road, Staines at this time, subject to a review on the site being suitable for HRA purposes;

Telephony solution for West Surrey

iii)           consent be provided to Surrey County Council awarding the contract for the recommended contact centre telephony solution, subject to completion of the procurement process and having received confirmation of the final commercial, legal and governance position;

iv)           it be noted that implementation costs to 31 March 2027 will be met through the Devolution and Local Government Reorganisation Implementation Fund, with ongoing annual running costs transferring to East and West after Vesting Day. Until exact cost splits are confirmed through procurement and final commercial agreement, costs are assumed on an indicative planning basis of 47% East Surrey and 53% West Surrey, managed through the appropriate governance and budget arrangements, and included in the inter-authority agreement where relevant.

Surrey Heath Borough Council award of contract

v)            consent be provided for Surrey Heath Borough Council to enter into a contract for provision of land drainage, riparian ownership, and flood management responsibilities;

Surrey Heath Borough Council lease

vi)           consent be provided for Surrey Heath Borough Council to enter into a lease to a developer for car parking spaces;

Surrey Heath Borough Council disposals

vii)          consent be provided for Surrey Heath Borough Council to sell part of Yorktown Car Park, Sullivan Road, Camberley;

viii)         consent be provided for Surrey Heath Borough Council to sell surplus land at Obelisk Way, Camberley;

Waverley Borough Council leases

ix)           Subject to the clarification in respect of the exact site boundaries for the Farnham Town Football Club lease, consent be provided to Waverley Borough Council to accept surrender of the Farnham Town Football Club’s current lease and grant a new 25-year lease;

x)            consent be provided to Waverley Borough Council to enter into a lease extension at 7 the Buntings;

Runnymede Borough Council recruitment

xi)           consent be provided to Runnymede Borough Council to employ a member of staff, via agency, to act as the Financial Systems Accountant.
