Decision to award new energy contracts.

The Executive Resolved

That  (i)    a waiver of the Contract Procedure Rules is approved to enable the award of contracts for the supply of energy to Council office buildings for the reasons set out in the report;

          (ii)   the award of the new 10-year energy contracts with ThamesWey Energy Limited (TEL) for the supply of energy to Council office buildings be approved, except for the contracts for Export House and Midas House, which will have terms of 25 years;

          (iii)  authority be delegated to the Strategic Director of Finance and Resources to take all necessary steps to implement the decision in (ii) including entering into any required agreements; and

          (iv)  the expected additional annual energy cost of approximately £0.3m arising from the tariff reset be noted.

Reason: To maintain energy supply to the Council’s connected buildings, rationalise complicated historic contractual arrangements, while recognising that practical and economic alternatives to TEL supply are not available for the connected assets.
