That (i)   the procurement exercise to support future Capital Works Programme (General Fund) projects be commenced using the Southern Construction Framework (SCF) Intermediate Framework; and

        (ii)  authority be delegated to the Strategic Director – Finance and Resources, in consultation with the Portfolio Holder, to take all necessary steps to undertake and complete the procurement exercise, including selecting and utilising an alternative compliant framework agreement should the Southern Construction Framework (SCF) Intermediate Framework become unavailable, unsuitable, or otherwise unable to support the Council's procurement requirements.

Reason:  To establish a compliant procurement route for future Capital Works Programme projects that require Executive approval as Key Decisions, whilst providing flexibility to utilise an alternative framework agreement should issues arise during the procurement process.
