Resolved

That (i)         approve the constitutional changes, including the revised terms of reference for the Planning Committee, amendments to the Scheme of Delegation to Officers and amendments to the speaking rights and public participation rules of Planning as set out respectively, set out in Appendix 1 of this report.

        (ii)        appoint the Chair of the Planning Committee and the Head of Planning respectively to the roles of the Council’s ‘Nominated Member’ and ‘Nominated Officer’ to act in accordance with the 2026 Regulations;

        (iii)        appoint the Deputy Chair of the Planning Committee and Development Management Operations Manager as their nominated substitutes;

        (iv)       authorise the Nominated Officer, having first consulted with the Nominated Member, to determine appropriate triaging arrangements in relation to ‘Schedule 2’ and ‘Own-Interest’ planning applications;

        (v)        authorise the Monitoring Officer to update the constitution to reflect the decisions in recommendations (i) – (iv).
