Purpose

For formal sign off of the SEND Reform Plan before submission on 19th June 2026.
Due to the need to align this decision with the delivery timelines associated with SEND Reform, including implementation milestones within the SEND Reform Plan, it has not been possible to meet the standard 28-day notice period.
The timescales reflect the requirement to respond at pace, within a compressed timeframe to emerging feedback and guidance from the DfE, and the need to maintain momentum in system-wide delivery. Delaying consideration would risk sign off of Wokingham Borough’s ASEND Reform Plan, which is due 19th June 2026.
All reasonable steps have been taken to ensure appropriate engagement and oversight within the available timeframe.

Decision

That the Executive Councillor:

1)    notes the progress and approach taken by the Local Area SEND Partnership in developing the SEND Reform Plan;

2)    agrees the formal sign off of the Plan ahead of submission to the DfE on 19 June 2026.
