Councillors Stephen Conway, Lou Timlin and David Hare declared a Discloseable Pecuniary Interest in agenda item 40: Renters’ Rights Act Update and Housing Civil Penalties Enforcement Policy Adoption, as private landlords within the Borough. These Councillors left the meeting room for the entirety of the consideration of this item.

RESOLVED that the Executive:

1. Noted the commencement of the Renters' Rights Act 2025 update and noted the Council's progress in preparing for implementation.
2. Approved the proposed amendments to the Environment And Safety Enforcement Policy 2023 as attached Appendix A in Enclosure 1, to take effect from 1 August 2026.
3. Approved the proposed Private Housing Enforcement Policy (2026) as attached at Appendix B in Enclosure 1, to take effect from 1 August 2026.
4. Approved the proposed Private Housing Civil Penalties Policy (2026) as set out in Appendix C in Enclosure 1, to take effect from 1 August 2026.
