Purpose

Delegated authority to approve the award of contracts

Decision

1. That authority be delegated to the Cabinet Member for Health, Wellbeing and Community, in consultation with the Director of Public Health, to approve the award of a contract for Library Stock when the evaluation process is complete.
2. That budgets totalling £1 million fully funded from Public Health Reserve for Smoking Cessation Services - Workforce (£500,000), Community (£300,000) and Weight Management programmes (£200,000) for 2026-2027, all of which are part of the wider Public Health three-year investment plan be established. Budget requirements for future years would be addressed at budget setting.
3. That authority be delegated to the Cabinet Member for Health, Wellbeing and Community, in consultation with the Director of Public Health, to approve the award of a contract for Smoking Cessation Workplace Outreach.
4. That authority be delegated to the Cabinet Member for Health, Wellbeing and Community, in consultation with the Director of Public Health, to approve the award of a contract for a Universal Weight Management service.
5. That authority be delegated to the Cabinet Member for Health, Wellbeing and Community, in consultation with the Director of Public Health, to approve the award of a contract for Community Smoking Cessation Delivery.
6. That authority be delegated to the Cabinet Member for Resident Services, in consultation with the Director of Neighbourhoods and Highways, to approve the award of a contract for Disposal of Paint and Recycling of Wood and Chipboard when the evaluation process is complete.
7. That authority be delegated to the Deputy Leader: City Housing & Assets, in consultation with the Deputy Director of Assets, to approve the award of a contract for Wolverhampton Art Gallery Museum Estate and Development Fund when the evaluation process is complete.
8. That authority be delegated to the Cabinet Member for City Transport, in consultation with the Director of Neighbourhoods and Highways to approve the award of a contract for the supply of forty-four new minibuses when the evaluation process is complete.
9. That authority be delegated to the Cabinet Member for Governance and Digital, in consultation with the Chief Operating Officer, to approve the award of a contract for Supply of Client IT Hardware when the evaluation process is complete.
10. That authority be delegated to the Cabinet Member for Governance and Digital, in consultation with the Chief Operating Officer, to approve the award of a contract for Multi-Functional Devices when the evaluation process is complete.
11. That authority be delegated to the Cabinet Member for Governance and Digital, in consultation with the Chief Operating Officer, to approve the award of a contract for Supply of IT Network Hardware when the evaluation process is complete.
12. That authority be delegated to the Leader of the Council: Thriving City, in consultation with the Director of City Development, to approve the award of a contract for Bilston High Street Link Pocket Park when the evaluation process is complete.
